Cisco VPN client error 51: IPC socket allocation failed with error -4h.

Symptom: when trying to start Cisco VPN client, you may receive this error: "Error 51: IPC socket allocation failed with error -4h. This is most likely due to the Cisco System, Inc. VPN Service not being started. Please start this service and try again".

Resolution: Open Computer Management>Services and Applications>Services, start Cisco System, Inc. VPN Service.
