Web Auth doesn't work

Q: We are running Cisco WLC 2504. I follow this article to enable Web Auth.

How to Configure Cisco Wireless LAN Controller Web ...

Step 2: Configure WLC for Internal Web Authentication Step 3: Add or Edit a
WLAN Instance for Web Auth ... Click Security > Web Auth > Web Login Page. 3.

However, when I connect the wireless, the web auth doesn't popup. Why?

A: We need to enable over-ride Global policy. To do it, go to WLAN, select the wireless you want to use web auth. Click Security and then Layer 3. In the bottom, check Enable under Over-ride Global. Click Apply to save the settings. Now, try it.
